CART was founded in 2011 as a non-profit association. CART was formed for educational, charitable, and scientific purposes which shall include, but not be limited to the following:
- a) The promotion of individual operating practices, particularly those that relate to all authorized Amateur Radio Frequency operations and experimentation among radio amateurs.
- b) To facilitate the exchange of information and general knowledge among members.
- c) Relaying of messages by radio.
- d) The furtherance of public safety and welfare and establishing international good will.
- e) The advancement of the radio art.
- f) The fostering and promotion of the education in the field of electronic means for the benefit of the member and general public.
